Position Summary:

Fluvanna County is seeking an HVAC Specialist to perform skilled, journeyman-level work in the installation, operation, maintenance, modification, service, and repair of HVAC and refrigeration systems across County facilities. This role inspects and tests high- and low-pressure refrigerant systems to diagnose faults and malfunctions, completes repairs by replacing components or adjusting controls/blowers, and ensures compliance with applicable federal environmental and refrigerant-handling requirements.

Essential Personnel: This position is designated Essential Personnel and may be called upon to work during weather closures and emergencies.

What You’ll Do (Key Responsibilities):

  • Perform HVAC installation, troubleshooting, repairs, and preventive maintenance on air conditioning units, heating systems, ventilation units, and refrigeration equipment (including heat pumps, compressors, motors, boilers, intake/exhaust fans, generators, chillers, blowers, fans, and computerized control systems).
  • Respond to emergency HVAC service calls at County facilities.
  • Diagnose electrical and mechanical faults in HVAC systems.
  • Disassemble machinery/equipment/systems to retrofit or replace components; check clearances and voltages and perform amp readings prior to returning systems to service.
  • Provide technical assistance for the purchase of new or replacement mechanical equipment/systems, including reviewing and preparing equipment specifications.
  • Monitor inventory and order parts for mechanical systems.
  • Perform work in accordance with OSHA and EPA regulations, equipment specifications, and established safety procedures.
  • Create and implement preventive maintenance schedules and inspection checklists.
  • Maintain logs of HVAC maintenance functions and work orders.
  • Demonstrate basic computer competency (email, web browser, word processing).
  • Assist with other building maintenance tasks as needed.
  • Assist Public Works with snow and ice removal as required.

Required Knowledge, Skills, and Abilities:

  • Ability to use common hand/power tools (wrenches, drills, pipe cutters/benders, acetylene torches, hammers, etc.).
  • Ability to use/read diagnostic tools and meters (amp meters, ohmmeters, test lamp, voltmeter, wattmeter, thermometer, manometer, refrigerant gauges, vacuum pumps, refrigerant scales, recycle/recovery equipment).
  • Journeyman-like knowledge of industrial plumbing.
  • Knowledge of refrigeration recovery, evacuation, and charging; understanding of refrigerant piping installation and sizing.
  • Thorough knowledge of Building Automation Systems (BAS).
  • Thorough knowledge of OSHA safety regulations.
  • Extensive knowledge of CFC handling procedures and related EPA regulations.
  • Ability to read and interpret electrical schematics and mechanical blueprints.
  • Ability to work independently, manage priorities, and respond to emergencies.
  • Ability to work from ladders and in enclosed spaces.
  • Strong verbal/written communication skills and ability to maintain effective working relationships with staff, vendors, and contractors.

Minimum Qualifications:

  • High school diploma or equivalent.
  • Seven (7) or more years of experience with commercial and industrial HVAC systems.
  • Journeyman HVAC License or ability to obtain within one (1) year of employment.
  • CFC Refrigeration Certificate or ability to obtain within six (6) months of employment.

Preferred Qualifications:

  • Master HVAC License.
  • Prior local government experience.

Working Conditions & Physical Requirements:

This is physical work requiring exertion over 100 lbs occasionally, 50+ lbs frequently, and 20+ lbs constantly, with regular climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motion. Work may involve extreme temperatures, noise/vibration, hazards, atmospheric conditions, and exposure to oils. PPE is required. Essential Services: Must be available to work during inclement weather and emergency call-back to perform essential and/or emergency services for the County.

  • Criminal background check and driving record check
  • Valid driver’s license (Commonwealth of Virginia) maintained throughout employment
  • County-provided basic tools/equipment (remain County property)
