Position Summary:
Fluvanna County is recruiting for a Human Resources Generalist to perform professional human resources work across multiple program areas, including recruitment, onboarding, records administration, compliance tracking, benefits support, reporting, and employee service. This role serves as a key point of contact for employee HR-related inquiries and helps ensure accurate, timely, and confidential administration of human resources programs. Physical presence on the job is required, as the essential functions and responsibilities of this position are not suited to remote work.

What You’ll Do (Key Responsibilities):

  • Provide guidance and support to applicants, employees, supervisors, and managers on HR-related topics.
  • Administer recruitment and hiring activities in compliance with local, state, and federal requirements.
  • Collaborate with department leaders to understand staffing needs, required skills, and position requirements.
  • Handle employment-related inquiries and refer complex or sensitive matters as appropriate.
  • Conduct new hire orientation and onboarding activities, including benefit enrollment support.
  • Ensure I-9 forms are complete and accurate and conduct annual I-9 audits.
  • Process personnel actions and status changes and maintain accurate employee records.
  • Reconcile billing and payroll data and complete weekly, monthly, and as-needed reporting.
  • Conduct annual personnel file audits in accordance with Virginia records retention requirements.
  • Assist with benefits open enrollment and track VRS Hybrid Disability applications.
  • Prepare and track FMLA and ADA documentation.
  • Process Workers’ Compensation claims and prepare annual OSHA 300 reporting.
  • Support HR program administration in areas such as compensation, employee recognition, and training and development.
  • Track and document compliance with required training, licensure, certifications, and work assessments.
  • Maintain current knowledge of employment law, HR best practices, regulatory changes, and emerging technologies.
  • Perform other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Considerable knowledge of employment laws, policies, procedures, regulations, and practices.
  • Knowledge of benefits programs and the application of personnel practices.
  • General knowledge of safety issues and workers’ compensation programs.
  • Knowledge of modern office practices and standard office and accounting equipment, with some knowledge of content management systems and reporting software.
  • Ability to perform detail-oriented work, follow complex instructions, analyze data, and solve problems.
  • Ability to organize and prioritize work and meet deadlines.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to resolve conflicts effectively.
  • Ability to work independently and collaboratively in a proactive manner
  • Ability to work in an occasionally stressful environment while maintaining integrity, professionalism, and confidentiality.

Minimum Qualifications:

Undergraduate degree with coursework in human resources management or a related field and some experience in public personnel or human resources management; or any equivalent combination of education and training.

 

Preferred Qualifications:

SHRM and/or PSHRA certification.

Experience in local government or a public-sector human resources environment.

 

Working Conditions & Physical Requirements:

This is sedentary work requiring exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.

Physical demands may include reaching, standing, fingering, and repetitive motions.

Vocal communication, hearing, and visual acuity are required for preparing and analyzing written or computer data, determining accuracy and thoroughness of work, and observing general surroundings and activities.

The worker is not subject to adverse environmental conditions.
