Media Release - Fluvanna County Sheriff’s Office Announces Arrest in Child Abuse Investigation

The Fluvanna County Sheriff’s Office received information in July 2025 regarding allegations of physical and sexual abuse involving children who were residents of Fluvanna County approximately 12 years ago.

The investigation remains ongoing. Investigators identified the suspect as Randolph Scott Garr, of Weston, West Virginia. In April 2026, a Fluvanna County Grand Jury returned four separate indictments charging Garr with the following offenses:

Statement from Board of Supervisors regarding FERC Filing

On May 1, 2026, Fluvanna County joined Culpeper, Orange, Louisa, and Goochland Counties in a joint filing with the Federal Energy Regulatory Commission in Docket No. ER26-1563-001.

The filing does two things.

First, it seeks to put the five Counties into the case as parties so we have a seat at the table and the right to be heard.

Second, it objects to three specific gaps in PJM Interconnection’s proposed new “Expedited Interconnection Track”.

Road Closures Overnight April 28 and 29

Rolling Rd S (Rt 620) to the intersection of Branch Road (Rt. 761) and Branch Rd to the 2300 block will be closed from approximately 9:30pm Wednesday, April 29 to 5:00am Thursday, April 30.

East River Rd (Rt 6) from Columbia to Rolling Road South (Rt 620) will be closed overnight on Tuesday, April 28, from approximately 7:30pm to 5:00am Wednesday, April 29.

Detours with signage will be in place.

Fifteenth Anniversary of the Disappearance of Robert Lee Hourihan

April 8, 2026, marks fifteen years since Robert Lee Hourihan disappeared from Palmyra, Virgina, a case that remains unsolved.

Hourihan was last seen at approximately 8:00 a.m. on April 8, 2011, at the E.W. Thomas Grocery Store. He was wearing blue work pants, a gray work shirt, and brown boots, and was driving a white 2004 Chevrolet Cavalier with Virginia personalized license plate “TARAMAE.”

Investigators initially believed Hourihan was traveling to work in Richmond. Subsequent investigative findings, however, indicate that may not have been his destination.

The 9-1-1 and non-emergency phone lines at the Fluvanna County Sheriff’s Office are currently down due to a BrightSpeed service issue.

911 lines remain fully operational for emergencies.
